They cannot all be wrong. In our two special reports assessing the efficacy of British racing's two-year-old governance structure, a near unanimity of opinion was expressed by the sport's current leaders and those who not long ago held positions of power. Everyone agreed the system is not working well enough. Almost everyone agreed the damaging influence of vested interest is no less a problem now than it was during the tripartite era. 

Following the publication of those pieces, responses sent to me privately by other senior industry figures, past and present, have overwhelmingly echoed the views of those who were quoted.
