'Revolution' proclaimed the Racing Post headline of May 14, 1999. Victor Chandler, one of the most recognised names in bookmaking, had announced he was moving his entire telephone-betting business to Gibraltar, enabling punters in Britain to bet tax-free.
The news sent shockwaves through the betting industry and the ripples are still being felt.
Just a few days later Victor Chandler International was up and running and neither the industry nor Gibraltar would be the same again.
