Sir Thomas Pilkington's love of racing and "innate sense of responsibility" have been cited by those hailing his key role at a crucial time for the sport in Britain.
Two senior figures who worked with him at the time praised his work during the period that the Jockey Club passed control of racing on to the new British Horseracing Board.
Pilkington, who died last month at the age of 90, was senior steward of the body which had run the sport for the previous three centuries.
