Gambling operators were last week warned they could be facing wider penalties for regulatory failures following a Gambling Commission consultation this summer.

The regulator's chief executive Andrew Rhodes outlined the commission's thinking when answering questions at a conference organised by the Westminster Media Forum.

Rhodes said he was already on the record as saying he believed there was a risk that operators saw fines as being a "tax" on non-compliance
