No, Irish-trained runners have not been done over by the handicapper. Here's why

Many observers have noticed a greater willingness of BHA handicappers to drop horses this jumps season. Naturally, that goes mostly for British horses and what limited evidence there has been of Irish runners suggests that the hospitality may not have been extended to visitors.

As a result, you might have expected to see evidence of Irish runners being relatively high in this year's Grand National weights after Irish-trained horses filled ten of the first 11 places in the 2021 race.

There are certainly individual cases in which harsh treatment could be claimed. Last year's winner Minella Times is up more than a stone, the luckless third Any Second Now is up 7lb.
