Who are the main figures behind the BHA Bloodstock Review investigation?
The BHA Bloodstock Review was conducted by a team of investigating officers led by two key individuals. Here we look at the pair.
Justin Felice – lead investigator
John Justin Felice, 63, better known as Justin, is a retired police officer who held a number of high-profile roles in law enforcement during a career lasting four decades.
Felice served as chief superintendent for Lancashire Police, senior director at the Office of the Police Ombudsman for Northern Ireland, assistant anti-corruption commissioner for the Jamaica police and chief technical director in the financial investigations division of Jamaica’s ministry of finance.
He was made an Officer of the British Empire (OBE) in the 2013 New Year’s honours list for services to UK and Jamaican national security.
Chris Cerroni – assistant lead investigator
Chris Cerroni, 67, was a former chief superintendent in the Metropolitan Police in London and borough commander for Bexley.
A contemporary of ex-BHA director of security Paul Scotney in the Met, Cerroni left the force in 2002 to join bookmaker Ladbrokes as head of security during which point he worked alongside Nick Rust, former director of retail for the firm before being appointed BHA chief executive in 2014.
Cerroni, who stated during an interview with the Racing Post in 2009 that his highest-profile arrest was that of former dictator General Augusto Pinochet, previously contributed to the Neville Review in 2008 into the integrity of British horseracing as an interviewee.
